In another gameplay element that feels a lot like something taken from Tomb Raider, Just Cause 3 lets you light shrines for fallen rebels who died at the hands of General Di Ravello (if you can be bothered to stop blowing things up for awhile, that is).
Unlike the 23 ancient tombs that are only found in Insula Striate, the whopping 49 rebel shrines are sprinkled across all three major regions.
Hope you’ve mastered your wingsuit skills or unlocked some fast cars, because finding them all will take you on a whirlwind tour across Medici! On the plus side, many of these are located in populated areas or near large structures, rather than on remote mountaintops or hidden deep in forest areas like the other collectibles.
After finding all the shrines in each of the three Insulas, you unlock an ability that can be more useful than any weapon or vehicle: free fast travel within that area without having to use a flare. When you pay your respects all 49 shrines, the Remember The Fallen achievement will also pop.

Just Cause 3: Insula Dracon Rebel Shrine Locations

Your quest to remember all the fallen begins on a hilltop to the far east of the northernmost landmass in Cauda, where you should be able to see the open ocean.

To the southwest of the major settlement in Lavanda, this shrine is found between two sections of stone wall. The wall is surrounded by red flowers and you should be able to see a large structure on a hill when looking up.

We are more than halfway done, but the work is just getting started, as Insula Striate is where the bulk of the shrines are found — 21 of them are in this area of the game alone!

Breaking up all the lush greenery, this one is located up in the snowy province fittingly named Montana. The first Insula Striate shrine is found just where the snow meets the green wooded area, across from a large building.
