After the disappointment of a canceled Splatfest due to technical difficulties, Nintendo has posted this announcement on their official Splatoon tumblr account:
The CATS vs. DOGS Splatfest is back on!
Sorry for the delay—we experienced some…tentacle difficulties with the Splatfest matchmaking. The first Splatfest will now begin on July 4th at 12:00 AM PT and will end on July 4th at 11:59 PM PT. That’s 24 hours of pure patriotic splattitude! Celebrate your inkdependence with nighttime Turf War battles and fireworks!

That’s right, on July 4th starting at 12 AM pacific time (or 3:00 AM for eastern time squid-kids) Splatfest will be returning to Splatoon. The theme is still Cats vs. Dogs, and for 24 hours players will be able to play Turf War matches to defend the honor of their favorite furry friend!
