The Neon Tank at Palacio Azul del Oceano in Forza Horizon 5 is the Photo Challenge for the Summer — Hot Season. It requires you to drive a Modern Sports Car to the location.
This category includes vehicles like the 2008 BMW Z4 M Coupe, 2019 BMW Z4 Roadster, 2012 Lotus Exige S, 2010 Nissan 370Z, 2020 Toyota GR Supra, and many others. The one that we have, as seen in the featured image, is the 2019 Porsche 911 Carrera S.
In any case, you’ll want to head to the southwestern coast of the map, where you’ll see the Palacio Azul del Oceano landmark.
As you drive there, you’ll notice a two-story apartment complex overlooking the beachfront and other hotels. The neon signage is on the side of the building along the road. You can see this spot circled on the map below:

Once there, simply activate Photo Mode and take a Promo Shot. This will complete the objective, netting you the Horizon Raptors Tee cosmetic, as well as +2 Festival Points. The idea is to reach 20 points for the Cadillac CT4-V, and 40 points for the Radical RXC.
