As you explore the planet of Koboh, you’ll find items called Koboh Seed Pods (there are 145 of these in total). These come from various fauna with glowing green fireflies fluttering around them. However, you won’t have any use for them until you complete the Forest Array main objective.

Once you’re done with that, you’re told that the Garden has opened up on the rooftop of Pyloon’s Saloon. You can get there by climbing the steps from the second floor.

At the start, you’ll only have one Garden Plot in Star Wars Jedi: Survivor. You can test the mechanics here, which are simple enough. Simply place a seed that you’ve acquired. You’ll notice hexes denoting the size (i.e., small, medium or large). Once placed, you’ll have to wait for several minutes to pass until the plant has fully grown.

Now, if you want to unlock new Garden Plots in Star Wars Jedi: Survivor, you’ll need to progress the campaign further. Specifically, you have to go to the planet of Jedha, with the main story objective of reaching the Pilgrim’s Sanctuary.

As you’re making your way to the mountaintop refuge, you’ll meet a character named Pili. Talk to Pili, and she’ll happily go to Pyloon’s Saloon.

From this point onward, you’ll be able to unlock Star Wars Jedi: Survivor Garden Plots. You can access these by opening your first plot, then checking the Plants tab, followed by pressing the map button.

From here, simply add more seeds and wait for them to grow. As more flowers bloom, you’ll have new Garden Plots available (up to a maximum of four).
