Phantom Art material is only available after you complete all of the game’s phases, and you’ll need a base weapon to work with as well. For everyone who isn’t Kasane and Yuito, you need to clear a side quest before their Phantom Art is available.

Here’s how to get each Scarlet Nexus ultimate weapon.

Character Phantom Art Base Weapon
Yuito  Clear the game  Douji Setsu Ami
Kasane  Clear the game  Mao Kai
Hanabi  Clear the game and the Important Mission side quest  Prometheus Torch Type 6
Shiden  Clear the game and the For the Exhibition side quest   Special Guard Stick Rikugo
Tsugumi  Clear the game and the Verifying the Secret side quest    Lily Bell M20-6
Arashi  Clear the game and the Enchanted by Weapons side quest     Innocent Rabbit Hug 6
Gemma  Clear the game and the No Interference! side quest      Gou Musou Land Type
Kyoka  Clear the game and the Want to Learn More side quest      Buronghorn 286
Luka  Clear the game and the For the Exhibition side quest    Weight Hammer V6
Kagero  Clear the game and the Help with a Report side quest    Invisible Dancer V6

Once you have the materials in hand, head to the shop robot and go to the Exchange tab. Upgrade the base weapon using the required materials.

You’ll have to go through two upgrade phases, but only the second one requires the Phantom Art.

Once you have the materials in hand, just upgrade using Phantom Art, and you’re good to go.
