The closest landmark is Tsutsu-Um Shrine and the coordinates are: 2567, 1245, 0173. Upon entering the building, inspect the the blank frame on the wall, and the proprietor will give you the quest.

The goal now is to find the Zelda: Tears of the Kingdom Cherry Blossom Tree. To be fair, there are several of these in the game world. However, the suggestion is to head to the Satori Mountain to the northwest.
